I think the server should have a goal where if the server gets 50 votes everyone on the server would get some kind of reward like a Elite Key or maybe a Ultimate Key. This would give a incentive to vote which would in turn get more people to join the server and the process countinues to work for itself.

I think vote parties is a good idea this will allow the players to actually get good stuff from voting and the money voucher for the store is a good idea aswell

Alternatively have a /vote top where the server gives out gift cards for the server store every month??

I think this should be implemented, considering that other servers have vote parties.
