There's another suggestion that seems similar, but put some kits behind a pay-wall where you have to pay so much in-game money to unlock. This could work for different mods, like a mekanism kit, an ae2 kit, a galacticraft kit, and a physica kit as some examples. This would help beginners unlock more opportunities after they've built themselves up a bit and voted a few times.
