Basically, you can pay for as many votes as you want, maybe (5k a vote) in a month, at the end of the month, that planet gets reset. This would be a good way to get players with a lot of money to spend it, and its cheap enough that poorer players could also vote. It also allows a whole dimension to reset which would also clear old bases, reset resources, and to sum it all up, who doesn't like a giant fucking Death Star.

I will only agree on the condition that it *completely* replaces wiping of the server. This allows active players to keep what they have.

Would require a (possibly timed/temporary) vote limit. Players with stockpiles of money could easily choose whatever planet they wanted. Would also prefer periodic reminders in the chat about when the next reset will hit, allowing people who are just getting places time to pack things up before their home planet gets incinerated. Maybe reset at the beginning of the month and vote on the next dimension halfway through?
